GERMAN TRADE OUTLOOK.

LIVING ON CAPITAL.

The German Congress of Trade, which concluded its meeting at Breslau early last month, passed a resolution pro- testing against the taxation of profits solely due to the depreciation of the purchasing value of the mark. The President of the Central Traders, Dr. Louis Ravené, ascribed the present situation in Germany to the fact that the country had for years been expending its capital without creating any real new capital.

The German people, he said, were living, Eot on the profits of their labour, but on the sale of paper money and on the squand- ering of capital. In a number of occupations the output from labour had dropped to little more than one-half of the pre-wur standard. The entire capital invested, in public funds had already been spent; bank deposits, savings bank deposits, and capital sunk in urban real estate had enormously decreased in value, while the working capital of trade, industry, agriculture, and retail trade had shrunk considerably.

It was so unpleasant task for anybody to have to tell the nation that it must not spend more than is produced.
