BUDGET DEBATE.

MR. BONAR LAW'S APPROVAL

MAIN DUTY-ECONOMY,

A short speech from Mr. Bonar Law was the principal feature on May 2nd of the ranmed debate on the Budget.

Mr. Bonar Law expressed his coariction that we are in for a bad time," though it may not come immediately. Rat revenue is borind to fall very seriously, and for that reason he holds that "the Government's main duty" is to keep expenditure low. The Future is not bright, and the difficulties of the moment, he thinks, are likely 40 incrase. though on the other band, we are getting to a permanent lower value of interest, and it will probably be found very advantageous to the State that power was taken to begla pari off the Fire per Cent. War Leau at 191," at so early a date as 1929. He urged the Government, therefore, to bend all their energies, towards building up a strong finaural position, which will be of greater value to us, if trouble again arises, than the expenditure of large sums, now on keeping up a strong Army and Navy. This doctrine found much favour on the Opposi tion side.

NO PEDANTIC VIRWA C

His opinion of the Budget was summed up in the phrase that it was just about as good as could be expected. He did not agree with Mr. Asquith's criticism of the day before, or with that of Sir Donald Marlen, who had just preceded him in debate. He thought they took a perlantic fine, an pushed their general principles, quite sound in themselves, much too far. For himself he was not disposed to pay too much heed to precedents in so grire and anomalous a situation. When trade was good, they ught to pay off debt to their fullest capa- eity, so long as they did not cripple, in- dustry. When trade was bad, they might well be content if they simply met their expenditure out of revenue. Mr. Boar Law considered that the country had made a prodigious effort from November, 1919, to Marth, 1921, during which time the deadweight. debt had been reduc. from

This £7,986,000,000 to £7,574,000,000.

had not been done without doing "immense barm to trade, which was at this time suffering greatly from the heavy arrears of excess proits duty, and though he personally did not think that they haul exacted the much from industry during the boom years. he quite understood the views of those who held that opinion.

However, the great point now was, in his opinion, that it was foolish to lay down the law in a dognatio, pedantic way that debt must be reduced, when it was possible to give a lip to trade by reducing the burden of the income-tax, and therefore he quite agreed with the step taken by the Govern ment in suspending the Sinking Funds. Moreover, he denied that this was borrowi ing; for it left the total of the debt just as it was Mr. Low also alluded to the suggestions which had been made about capitalising part of the War pensions expenditure, and he made the shrewd observation that War Pensions were just have recently been informed that the bars. as much part of the National War Debt as in the first class will be closed at 11.30 any of the War Loans.
