MR. ASQUITH AND ALTERNATIVES,”
Mr. Asquith, addressing a meeting of the 'Scottish Liberal. Federation in the Usher Hall, Edinburgh, on March 24th., said, inter lain-
When people talk of votes of conddance in the Coalition the question which ought to present itself to every intelligent elector is-hote, after more than three years of Coalition Government, does the country stand to-day ? Dasmployment has never been such i gnure and serious problem: The ent in relief at the present moment is at the rat of something like £100,000,000 a your. You are still spending, to-day £10,000,000 in futile foubling in Mesopo tamia and the East. (Hear, hear.) Let me give you facts. We spent, roughly speaking,

That meant that the Government of this country could be efficiently and adequately BANGKOK carried on at an expenditure of very nearly £200,000,000 less than it cost the your be- fore. Translate than wat wasted on id- pittedly unnecessary expenditure into terms of taxation. A peany in the income-tax of late years has produced 4,000,000--I be lieve this VOLT it produces a "good deal more. Tet take, it a four millions. The sugar duty, which weight directly upon the working classes at 278. produced in 1920, „£28,000,000. The tea duty at 101, and Is, produced £16,000,000. To pay for the unnecessary expenditure would take the total yield of the tea and sugar duties for three years, and a sum of 19. Gd. of the income-t iz also for three years. That is what Coalition Government costs.
This is the rout of the problem of un-m- ployment. You will never solve, you will not seriously mitigate unemployment until by a reduction of expenditure you hava been able to make such a remission of taxa- tion as will set free the springs of in-lustry and'enable us to become again the pointers of economic progrem in the work (Cheers.) But it is of little use to be ingrely tritical. Vo-must-try if womn-ta_b_constructive. also."(Hear, Lear.) I am not going at the end of long speech into any detailed argu- ment, but I will tell you what to tay view, and I suggest this to my fellow Liberals. as at any rate offering outlines of a real policy. In the first place, ut down ruthlessly to a far greater extent than the Government are prepared to do in their diluted nud watered edition of the Geddes proposals, the unproductive expenditure of the nation, above all, expenditure upon military and destructive purposes. (Ubeers.) Next, curtail and, as für as you can, get rid of State interference in the whole domain of industry. (Cheers.) Get the final assets and the final liquidation of the international liabilities which the war and the pence have given rise to, whether in the form of reparations or of indem- ofties. (Cheers.) Do not go on treating paper debts as if they were real assets. Above all, do not go an compelling Germany und countries in the position, of Germany, under the guise of reparation, to make other payments, or substitutes for pay- ments, which are harmful to them and are still more harmful to those who receive them. Do everything possible to promote all over Europe and the world open "mar kets and the free exchange of merchandise. (Cheers.) Aim at disarmament, not in the limited sense which was sugctioned by the Washington Conference, "zot only on the sea, but under the sea, in the air, and, above all, upon the land (Cheers.) And, lastly, suck the only real safeguard For per- manent peace and for international stability, not in separate pacta between particular and individual States, but under a general guarantee of all Treaty obligations by the authority of an enlarged and vivified League of Nations. (Cheers.)

Mr.
Henderson moved a resolu

in the provision of educational facilities. He said that while they wel comed the knowledge that the Burnham scales were to stand and that young children were not to be excluded from school, they could not ignore the fact, that the Government proposed to reduce State expenditure on education by one- eigth. He warned the Government that
it was their intention to follow the
Geddes Committee in its prop they must mics in secondary education, expect stern opposition. In the last eight years the number of pupils on the Toila of secondary schools had nearly doubled. The Geddes Committee ap peared to regard this sign of educational awakening on the part of democracy as anational disaster, and delivered a of the axe in the hope of clacking this movement for the intellectual emancipa tion of the worker's child The
true path to economy, prosperity, and social recon- struction lay through the well-conceived policy of progressive development in the sphero of secondary education. Drastic reductions of expenditure on education were obtained at a terrible price.
Lord Henry Cavendish-Bentinck, M.P., seconded the resolution, which was car ried unanimously.
