The last day of the rates saw a big crowd watch some interesting racing in fine weather. The results were in'n wag startling, though Mosaic Tile's defeat. of Stephanotis came as a mild surprise. Previous form did not warrant such a resula, but, for does not always work out well on the off-day. The bandicaps had been well framed and all four produced good finishes.
Dividends were, for the most part, good though, nothing startling has to be record, ed.. Is was rare, however, to meet Eyone who consistently chose winners. The cash" sweeps were well patronised and, paid cut useful sums.

The draft Bill to restrict the employ, ment of aliens and of former enem aliens on certain. Eritish ships registered in the Colony of Hongkong is published In the current isao of the -Government Garrite
The object of the Bill is to restrict the employment of aliens on British ships of over sixty tons act register tonnagu, ra gistered in the Colony, and to prohibit the employment of former enemy aliens an all British ships registered in the Colony. It is based on sections 5 and 19 of the Alicus Restriction (Amendment). Act, 1019. 9 and 10 Geo. 5, c. 92.
The following are the main clauses from the Bill:
3 (1) No alien shall be employed or shall act as master, chief officer, er chief engineer of a British ship of over sixty tons register tonnage registered in the Colony: Provided that this prohibition shall not apply to any person who holds granted a valid certificate of exemption. by the Governor in Council and who com plies with the conditions, if any, attach ed to
exemption, or to any allen such who has acted as a master, chief officer,
British ship or chief engineer of
at any time during the war and who is certified by the Admiralty to have performed good and faithful service in that capacity.
