It concludes by declaring that any person in the service of the Powers adopting these rules for the humane use of sub- marine in war time who violates any of the rules, whether or not under orders from his Governmental superior, shall be liable to trial and punishment as if for an act of piracy, and may be tried by the authorities of any such Power within whose jurisdiction he is found.
