That, however, would only throw a fu ther heavy burden on those who were already bearing more than they know how to sustain and would still further hamper trade. They must, therefore, before attempting to arrive at a solution,. analyse the reasons for the shortage of trade, the chief causes of which were: (1) The inability of foreign countries to buy our exports except on terms of credit; (2) the difficulty of granting such Feredits owing to the chaotic state of En ances and the ever-changing rates of ex- change; and (3) the high price of certain commodities owing to the cost of pro duction. Taking the first and second reasons together, "it was common know- ledge that if it were possible to stabilise exchange it would be very much easier to give credit. He had read a great many articles in the Press advising that exchange should be stabilised, and that various countries should be made to balance their budget, but very few sug gestions were made as to how that could be done...urrency was regulated by the laws of supply and demand. How could they stop the supply of currency by any country if they thought it was in their interest to continue printing paper money? It would seem at the moment that it was as impossible to stabilise the whole San18 currency of any country as it was to steady a globule of mercury. Possibly some means might be found to stabilise

Fis suggestion was that a Committee should be appointed, on which leading financial, insurance, trade, ship- ping, and Government experts would be represented.
