TRADE WITH RUSSIA.
Referring to trade with Russia the Premier reiterated his warning against expecting too much. He announced that the total trade under the Anglo-Russian Agreement from January 1st to August 31st was £3,150,000 including re-exports and the figures for the last three months showed an acceleration in the rate of progress totalling £1,339,000; but until Russia was restored to much better con- ditions there, was not much hope of British or any other trade with Russia. There were signs, said the Premier, of a revival of some industries in Britain; but it would be sanguine to predict an carly return to normal. The Premier pointed out that orders were tarrying in the first place because the cost of production was too high, and the remedy for it must be provided by the employers and workers, and in the second place because of the difficulty of raising capital at a price which would not unduly burden enterprise. Govern. ment proposed that where they were satis fed that the proceeds of any loan to be raised by the Government in any part fof the Dominions or Colonies by any foreign Government by any public autho. rity, Corporation or other body were to be applied towards the carrying out of any capital undertakings or the purchas ing of articles to be manufactured in the United Kingdom: for such undertaking. Government might guarantee the payment of interent and principal of the loan pro- vided that the application of the loan was calculated to promote employment i the United Kingdom.
