LORD ASKWITH SUGGESTS A SOLUTION.
Apropos of the Unemployment question in Great Britain an intaresting lettar was recently contributed to The Times by Lord Arkwith, who for many years before his elevation to the Peerage was a permanent official in the Board of Trade, in which capacity he had a wide experi ence in the settlement of Labour disputes. Part of the letter is worth quoting textu. ally since it suggests a method of don!- ing with the, problem which will perbaps sooner or later be more adequately con sidered. Lord Askwith writes:-

But surely, where Ministers fail, the Arat practical step is to ascertain how far the parties directly concerned can themselves meet the difficulty. Nevertheless. if such employers as "those leading in the steel, engineering, ship- building, coal, textile, and other, indus- tries, and the trade union leaders in these trades were requested to deal with the problem in their respective trades with a view to ascertaining how far this trade risk could be moro permanently met, these experts are the best people to minimize the problem, make practical proposals, and find the way out of an atmosphere of vain talk.
It never seems to occur to anyone that the lying idle of machines, either wholly or partially, should be a cost to be met by the community. It must, in the first place, be met by the parties concerned. In the case of workpeople the State has come in, and every taxpayer is mulcted for trade mismanagement, speculation, or variation of commerce. My Own belief is that employers would sacrifice & great share of prospective profits if could only have some chance of etting back trade for this country and obtaining

It may be added that if sections of industry, such as old-age, unemployment, etc which do not conduce to profit making, are socialized, the case for socializing the proft-earning section is considerably strengthened. On the as- sumption that the future advance of this country depends upon the freedom of private enterprise, the benefits of private enterprise cannot be taken withou accept- ance of the difficulties.
In any event, #discussion and negotia tion in the principal trades on this sub- ject of unemployment ought certainly to might reasonably be required by the Government.

AN ARMY OF 150,000.
A Washington telegram dated 14th inst. in the Manila Times SAYS:--
Secretary of War John W. Weeks to day approved important changes involv ing the reducing of the army to 150,000 enlisted men. The number of infantry is ordered reduced from sixty. regiments five to forty-five and the strength of the regiment reduced from 1400 to 1312.
The cavalry is reduced from seventeen to fourteen regiments and the strength of each is fixed at 614 instead of 818.
The field artillery is reduced from thirty-three to sixteen regiments and the strength is the same as formerly
The engineers corps is reduced from thirteen to seven and the strength of the regiments remains the same.
The const artillery and railway tractors strength is reduced.
