If the housing scheme has proved de plorably dear, that has been due not only to the enormous, cost of material, espe cially in 1919, but to the high costs of labour and the wretchedly low output. Sir Alfred faced the Labour party fear- lessly on this head, and told them the truth. Many of them did not like it, and tried to shout him down. The Minister assured the House, that he would treat the local authorities who had incurred expenses under the acheine as generously as possible, but, after all, they are only liable up to the amount of a 1d. rate, and he expressed samic scepticism as to their alleged indignation. Sir Alfred stressed the folly of incurring huge liabilities at a time when the great thing is to escape insolvency; he claimed that by the new cut he had saved a capital sum of *£4,500,000, and he reminded his critics that the 2200,000 a year he is giving to the local authorities towards their losses in dealing with slums represents a capital sum of from four to five millions.
