CITY AND PROFITEERING. AMUSING REMINISCENCES OF LONDON COMMITTEE

Mr. Stanley Stone, chairman of the City Profiteering Committee, had some amusing stories to tell of the experi ences of that tribunal at a lunch which he gave to the members at the Guild- hall, on the conclusion of their labours. The reason of the failure of the Profiteer- ing Act to reduce the cost of living to a pre-war level was, he said, not far to seek. The framers of the Act mis took the disease in thinking that the rise in price was due to the increase in the cost of production, instead of, as it really was, to the decrease in the value of money. The real starting-point of the rise in prices was the flood of paper. money.

Dealing with the cases brought before his committee, Mr. Stone "aid that a man saw a lady's hat in a window, and bought it at the price of £2 2a, for his wife. She, good lady, on seeing it, as serted that she would not be seen dead in is "(laughter) and the husband thereupon thought it was a case of

pro Steering. The retailers showed by their books that they were actually making a loss on the transaction. In fact, the books produced by a number of firms abowed that there was a large percen- tage of philanthropists in the City. (Laughter.) A most interesting case was that of a sandwich, but this was spoilt owing to forescen circum- stances. The article was left in the hands of Mr. Pullan, the committee's clerk, but the Guildhall mice were not deterred by the high price, and ate most of the sandwich, so that when the ex- hibit was brought before the committee they did not know whether it was of the

proper size or not. (Laughter.)

WHY THE BRITISH CENSUS WAS POSTPONED. THE COST TO THE NATION. When the British census schedules were distributed on June 12th in preparation for the big count on the 19th, each house holder received with his schedule a little slip of paper saying "For April 24th read June 10th. These printed lipe are said to represent the chief definite extra expense incurred by the postpone fort of the census. "The cost of printing them came to about £200, whereas the cost if the whole schedule had been re- printed (as was at first thought neces gary) would have been £25,000.

The cost of postale telegraphic, and wireless communications apparently is not reckoned strictly as part of the post- ponement expenses Eighteen hundred telegrams were sent to the registrars, who in turn had to notify their 38,000 en- umerators. Wireless messages were des- patched to ships at sea, telegraphic notices had to be sent to various com- manding officers in barracks abroad as wel as the Customs officers throughout the country and a number of other agenta..

Mr. S. P. Vivian, the Registrar Gen eral, in explaining the reasons for the postponement at Somerset House, said the total cost of the census was to have been £300,000. Its whole value depended on the reliability and accuracy of its in- formation, and it would scarcely, be pos sible to expect that in the disturbed state in which the country was.

June, 19th, the new census date. Mr. Vivian explained, had been chosen as the latest which could be fixed short of No- vember. "It

was necessary to keep in mind the movements of population during the holiday months, and the big indus triel holidays, such as Bolton and Nelson and the Peninstone feast, began after June 25th. Even June 19th did not avoid the Macclesfield holiday," but otherwise the exodus of people to seaside towns would be comparatively slight.

Whatever date was chosen for a census abnormality in some districts, could not be avoided. Some of the public school towns, for example, had complained of the original data on April 24th because of the absence of scholars during the vacation.

FARMER REFUSES £250,000 FORTUNE..

The Harvard graduate, Charles Gar- land, who caused much estonishment when he refused a fortune of over £300,000 from his father's estate, now declines to accept another fortune, which amounts to £250,000, from the catate of his uncle, Mr. C. T. Garland, the famous. racehorse owner, who died in England recently,

Mr. Garland is happier as a barefoot ed farmer on the beautiful estate of his mother at Buzzards Bay, Mass, than he would be if he had untold wealth. His father was the well-known clubman, James A. Garland. The wife of the farmer has also no wish for riches, and according to her husband she is a per fect companion, donning breeches and "overalls-when--be wishes to work and helping him. She is content to be s poor man's wife, and has no desire for what Mr. Garland calls "stolen goods."

This in his description of the money which has been "offered to him, and be explains his attitude by saying, "If I accept a fortune I am stealing some- thing that does not. belong to me. And if I give the money away.I am helping some one to receive stolen goods that will do: him barm.. Moucy never did any good to, anyone, and I could not do any good with money. Central -NC108
