Mr. Winston Churchill, Secretary of { State for the Colonica, presided on Jane 16th, at the annual dinner of the Corona Club, bold in the Connaugh; -Rooms/ The gathering included well-known officials of the Colonial Office and of the Crown Colonies. Proposing the only tosat of the evening, that of the Club, Mr. Churchill said there bad never been; so varied a charge confided to so low mea as that confided to the officials of the Crown Colonies, and their work wAS appreciated, understood, carefully watch. ed, and appraised in the centre of the Colonial Service in London. It would not be possible to govern the Empire from Downing Street. That was not attempted. Downing Street tried to supervise the action of the responsible Governors, who were expected, in avery circumstance, in every theatro, in every condition, to act in accordance with the broad traditions which were associated with the personality of an English gentleman. (Cheers.) That was a cods not to be found in any book of regula tions, but it was one widely understood, and in proportion as it was understood so the Government of the Crown Colonies would be a credit to our name. (Cheers.) The Germans, with their great intel lectu power and wonderful organising efficiency, were completely lacking in that peculiar sense of things that aren't done "-(laughter)-so they blundered oa. ferociously, heroically, laboriously, from one ghastly mistake to another during the war, until they arrayed the whole civilised world against them and their struggling armies. The estates of the British Crown, concluded Mr. Chur- chill, had been dreadfully neglected during the past twenty years; we had made for too little of them; and he was of the opinion that a tremendous effort should be made to secure for the Crown Colonies the credite which they required, He hoped it would be possible to make some sort of consortium, or combination, of credita between many" of "the" great Crown Colonies, so as to secure the neces sary loans on a wider basis than wa possible if each presented itself on the market.
