Some day, when the complex and un- edifying backstairs history of the war is. written, Switzerland will probably figureco therein as the plotting ground of Europe, To do her justice, I do not think she would have chosen to be so; but she was not asked. Episodes of this backstairs war history are constantly coming to Hight. Thus in February, 1917, in the night of Shrove Tuesday, the Austro- Hungarian Consulate in Zürich broken, into, the safe forced, and vahu able military and naval documents ab stracted, brakes 1,009 gold coins, 35,000 franes in bank notes, and jewellery worth more than a thousanil francs.

Panini declares that Baron Aloisi,. who is an Italian naval officer, and an other high personage, apparently too august to name, acting on behalf of the Italian Government, hired him for the breaking and entering of the Austro-° Hungarian Consulate in Zurich, pró mising him as a reward all the money, bunk-notes, and other valuables (rxcept documents) which might be found in the safe. Panini was known as an expert | burglar and also as a dare-devil char- 'acter. He deginres that the Italian es pionage, department appealed to him to cxercise his skill for patriotic motives; but these did not sufficiently attract him, and it was not until he was promised all the cash, notes, ete, which might be contained in the case that he agreed to

A first attempt in the night of February 20th-1st; 1917, failed, because one of the keys did not fit, and the second attempt nearly failed, because in trying to force the safe Panini was almost suffocated by escaping and evi dently poisonous gases.

A GOOD. HAND.

After having succeeded in burgling the safe, Panini escaped with its contents to Milan, "where be handed everything to Baron Aloisi and Commandant Cafero. He received, he says, only 2,000 fire, and a promise these would shortly be given the value-of-all the money, jewellery, and bankies .found in the safe. The documents appear to have been"of great importune mitaly. Not only did they prove that pioth had been formed to blow up certain build ings there, but they also contained de- tails about the sinking of the Italian They, batteleship Leonardo da Vulci. moreover, revealed the fact that certain German prelates living at the Vatican were highly undesirable, characters, and they enabled Italy, to ward off certain serious attacks which the ecclesiasties were plotting to execute against her. One of the prelates whose name was then revealed by these documents was a German, Monsignore von Gerlach, privy chamberlain to Pope Benedict XV. He was apparently asked to leave both the Vatican und Italy.

Von Gerlach, however, was, it seems, not the only German pielate who, from within the shelter of the Vatican walls, plotted dangerously against lialy and the Entente. He was preceded, by the Papal House Prelate, Monsignore Baum- garten, who distinguished himself by excusing Germany's violation of Belgian neutrality" by writing that on July 8th. 1914, France informaed Switzerland that in case of a war the French Army would march into Germany by way of Basle,
