Sothing in this Act stall give to any right (a) to have his marriage solemnised in church according to the form prescribed in the Book of Com- mon Prayer, or (b) receive Holy Com- muntun according to the 'use "of the Church of England, which he would not have bad if this Act had it pass ed. ?..
The object, he mid, was to prevent a state of things which was very distaste- ful to the Church of England, and, he supposed, to many members of the House, namely, the regulations by Par liament of matters which were strictly of a religious character.
Sir J. Baird (Under-Secretary, Home Office), resisting the new clause, said that as be understood it the idea of the bill was to put the man who married his deceased brother's widow exactly on the same footing as that on which the Act of 1907 put the man who married his deceased wife's winter. Lord H. Cecil, however, by his new clause would introduce a considerable difference. The parties to the marriage would not be in the same position in relation to the Church as were the parties under the Act of 1907. This was not a Government measure, but, speaking for himself, he could not accept the noble lord's pro- posal.

'QUESTION OF CHARITY.
Capt. Bowyer said there was such a lack of charity—(cheers)—and sach an implication in the amendment that he appealed to Lord H. Cecil to withdraw it, or to say frankly whether it, was, bis view that persons who took advantage of the Act should not enjoy the rites of the church.
Mc. A. williams supported the amend- ment, on the ground that the civil power had to right to interfere with religious. matters. The House of Commons would not dietate to the Roman Catholic Church or to the Non-conformist Chur- ches as to whether they were to admit to their ordinances people who contracted marriages contrary to the tenets of the Church.
Mr. R. McNeill opposed the amend- ment on the ground that it would inter- fere with the legitimate liberty of the clergy. Under the Act of 1907 a clergy- man was given the right to say whether he would or would not perform the marriage ceremony in the case of mar- riage with a deceased wife's sister. By the present amendment some Church body might pass a definite rule enjoin- ing all the clergy not to admit to the Sacrament anyone married under the present „bill. That would be an objec- tionable interference with the liberty of the clergy.
Lord H. Cecil Baid that the principle. of the amendment was that Parliament should not make any change in the marriage service or in the adminis tration of Holy Communion, but that that should be left to the Church author- ities.
