WASHINGTON, May 9th. To judge from such meagre comment apon the President's message as has retched us from Europa, as yet, there seems still to remain à measure of doubt as ti the direction nud" character of the foreign policy of the new Administre- tion, Perhaps incorrectly, swe seem to detect an impression that, despite all the definite statements made by Mr. Hard ing the United States will, in the end, by mere force of events, drift back to something of the Wilsonian polies, są far as Europe is concerned. "
·Such an impression, it would appear, must be strengthened by the utterances of many of our newspapers, and parti cularly of some of the stronger journals published in New York City and a few other eastern gentres. Yet it is essen- tial, once again, to warn foreign obser vers against any interpretation of American policies through these med- iums. Many of these are Democratic_jn party polities and, to take two examplda. the Work and Times of New York, thoroughly committed to President Wilson's conceptions.
Therefore, in the present case they are not representative of American opinion. The new Administration, which does not draw its chief strength or inspiration from the Atlantic seaboard but from the Middle and Far West, aims primarily at certain very concrete and wholly mate- rial ends, so far as Europe is concerned. Its main idea, therefore, is to separate from the mass of things contained in the Treaty of Versailles substantially, eyerything which does not concern the United States directly.
It has declarea for a restoration of peace under the Treaty of Versailles, but what it means by that is to apply "a blue pencil to every clause which deals with territorial and other related problems in Europe. So far as any such question is concerned President. Harding means to disassociate the United States from anything more than a mere formal tak. ing note.
