Turning to the subject of the coal dis pute, Mr. Balfour said that for the miners as a class he had personally a very high regard, they were very keen sports men in peace, and very fine fighters in times of war. (Cheers.) His criticism. was not of individuals, but of a general policy, the meaning of which was not appreciated to the full by those whose support made it possible. Had the ma chinery contrived by the Legislature for dealing with trade unious and for his part in that legislation he had no regrets bad it the least reference to the present controversy in which the Government was involved agains its will1. To suppose 50 was a profound mistake. Nobody pre tended that the employers had väst un- divided resources which under a more equitable system would be poured into the pockets of the employed. The coal-indus try had at this moment, like, so many in- dustries in this country, to face & crisis absolutely unequalled in our whole indus trial history. So little did the industry at this moment produce in the way of profit that it was difficult to see how the employers were going to finance the under. taking on which not merely their own but the prosperity of the, prosperity
