been Keen anticipatory inter displayed for some time regarding the provisions of the measure embodying the Government's trade policy and entitled the Safeguarding of Industries Bill. Speculations on the subject will, to some extent at any rate, be set at rest by the issus on March 30th from, the Board of Trade of the text of two Ways and Means resolutions on which the bill is to be founded. As the measure is what is known as a taxing bill," its formal in- troduction must be preceded by the adoption of authorising resolutions of this character, which are to be moved in the House of Commons." "

The first resolution relates to the pro- tection of key industries."

It provides that for a period of ave years a Customs duty equal to 33 1-3 per cent. of the value of the article shall be charged on imported articles specified in the list, and on any other articles which may from time to time be included by the Board of Trade. The second resolution is concerned with the prevention of dumping and the balancing of exchanges".

It is proposed that sanction should be given to charge, in addition to any other Customs duties to which they are already liable, a Customs duty equal to 33 1-3 per cent. of the value of im- ported artisles of any class or descrip tion in respect of which the Board of Trade makes an order, on the ground that they are being sold, or offered for sale, in the United Kingdom.

(a) At prices below the cost of pro- duction in the country of origin; or

(b) At prices which, by reason of de preciation in the value in relations to sterling of the currency of the country in which the goods are manufactured, are below the prices at which similar goods can be profitably manufactured in the United Kingdom; and that by "reason thereof employment in any in- dustry in the United Kingdom is being, or is likely to be, seriously affected. Following is the full text of the re- solutions:----

RESOLUTION 1.-PROTECTION OF T INDUSTRIES.
