Grants are to be made only to those shipowners who certify to build not less than one-third of the tonnage they owned before the war, and this building must be completed during the next ten years.

RUSSIAN VOLUNTEER FLEET.

SPLIT INTO TWO CONCERNS.

Mr. Lachmanoff, the manager of the Vladivostok Volunteer Ficet, made a re port on his journey to Shanghai giving the following statement: For repairs to theas. Indigirku, Astrachan and others the Yantze-pog Dock in Shanghai claimed. an amount of 300,000 taels. A sum of Tls. 130,000 had been paid by Mr. Fedoroff whilst the balance is still owing by the Volunteer Fleet. As security all these steamers were mortgaged by Mr. Fedoroff, although they were under con trol of the Vladivostock department.

The international court held that the lawful representative of these steamers was Mr. Federoff and not Luchmanoff, because the former paid the first deposit against the amount due for copairs.

Dissatisfied with this result Mr. Luch. manoff handed the matter over to the British Cousul, as the Yantzo-poo dock is a British concern. Begarding the ques tion of re-uniting all the ships of the Russiao Volunteer Fleet Mr. Luchmanoff reported that he had a conversation with Mr. Kompanion and Mr. Rikalin who said that the only safe unification of the. ships would be if Messza. Fedorol and Luchmanoff left the Volunteer Fleet. One already left, handing over his duties to of the opponents, Mr. Fedoroff, has Mr. Kompanion
