It may be found that under these e reumstances sents on this Council would be occupied by men whose qualifica- tions migh: perhaps not go further than electionerring qualifications, Some thing, I think, between these two extremes is desirable" nnd I hope this a point to which the Select Coromittee will give careful attention I bone that the body when appointed will take stepy to seertain from people who have given consideration to this subject what the general views of the public are and it should thoroughly sift those suggestions with a view of arriving at some practical basis.
