Penang, he said that the Conacu should occasions Bruga proved a useful help and be extended and it was a satisfactory pro: [ha glances to leg were pretty. In a score ceeding that a suggestion of this notare of, he had eleven fours to his credit should come from Government. In saying they welcomed it they did so with their whole heart, as they felt that the pro posals to be made by the Select Commit tee would meet the requirements of the Colony which was perhaps the most cosmo politan in the British Empire. (Applause.) Mr. LOWTHER KEMP speaking in support of the motion said: I am pleased to see that the wording of the motion alludes not only to the increase of membership of the Council to be discussed hut also the somewhat broader question of representa tion. This is a matter which has come in for fair share of public discussion intely, Incidentally, it has been stated on several occasion, that members of this Council as at present constituted represent no one but themselves, presumably because they are not formally elected by anyone. 170 runs. Blaker's score of 18 was well-jalin. b A. A. Rumjahn think, sir, that when this sintenwat is made the difference between représenta- tion and election is very largely over Jooked. Election is only tie of many means of curing representation and for one am at the moment not prepared to say that the present method by which the Governor and his advisers select people whom they consider to be representative of public interest is not the best one for the Colony. At nay rate it seems to me that it is far better than trusting elections to this council to the mere chance of any thing in the nature of the ballot box. Many en probably who rould be eminently suitable is mausbers of thin Council would not care to take the rsk ime and trouble of anything the gends eral election. It may be found that under these e reumstances sents on this Council would be occupied by men whose qualifica- tions migh: perhaps not go further than electionerring qualifications, Some thing, I think, between these two extremes is desirable" nnd I hope this a point to which the Select Coromittee will give careful attention I bone that the body when appointed will take stepy to seertain from people who have given consideration to this subject what the general views of the public are and it should thoroughly sift those suggestions with a view of arriving at some practical basis.
The motion was carried and a select. Committee was appointed.
