THE ANGLO-JAPANESE ALLIANCE.

in the course of these articles, I shall have occasion to discuss the Japanese Govern ment's policy in China and the causes which have recently contributed to make the renewal of the Alliance generally popular in Japan.

Any renewal of the Alliance which

to emphasize and safeguard this principle, and to insist upon its equitable applica tion, would be not only useless from, the British point of view, but a certain source of trouble in the future.

In Asia, as in Europe, there have been Strategically grent changes sine» 1914. speaking, many things in the future must depend upon the type of State which shall eycatually emerge from the melting pot in- Russin. A complete return to the futur quo nate in China-is-clearly impossible, fur, reasons which will be explained in due course. But so far as Great Britain is concerned, the fundamental object of the Anglo-Japanese Alliance remain unchang- ed, and it should be our definite aim to make it, when renewed, an effective instru- ment for the maintenance of thosh equal. opportunities upon which the future of our trade in China depends. THE ACTUAL BITUATION.

Now the central facts of the actual situa~! tion in the Far East are these:-

(1.) That since the abdication of the Manchu dynasty there has been, no effective Government in China that the small group of predatory politicians and officials, who profens to represent the Republic, have no national authority; that the pro vinces are misruled and exploited by so independent Governors, each in command of his own military forces; that, in absence of regular revenues from the ap vinces, Peking continues to avert bank ruptcy by means of new foreign loang; ad of such loans Japan has that, by sition of acquired a

ascendancy over the Peking Government and thus given casa for much internal dissension and strife.

(2.) That there can be no hope of per and in- manently preserving the integrity dependence of Chins unless immediate steps be taken to establish and maintain at Peking a central Government invested with authority sufficient to enable it to collect adequate revenues from the provinces.

(3.) That this central Government can. themselves not be established by the Chinese without foreign intervention. To make its establishment and continued existtuce por-- sible, the provincial armies of the Military Governors (Tu-Choos) must be finally dis banded and the Tu-Chuns themselved re placed by Civil Governors directly respon sible to Peking task obviously beyond. the resources of the Chinese under present conditions.
