The publicity of treaties will be secured by inserting them in the official journal of the League, and perhaps by the simultan- eous issue of copies of the texts to the Press. All treaties will subsequently be bound in book form for sale, and thes the public will have a completo eclicction of all international agreements, in the same way as Parliamentary statutes are pub lished now. The scheme on these lines has already ra prepared, and will be com- municated to all Governments.

The Snancial conference originally fixed for this month will be held at the end of June in Brussels the delay being due to the desirability of the Brussels Conference to be informed of the conclusions of the forthcoming Inter-Allied Financial Confer ence at Spa. The Council of the. League came to the sad conclusion that it was unable to do much regarding typhas in Poland roept to pass sympathetic resolu tions and so make appeals for financial assistance, the members of the Council not feeling able to bind their Governmenta on financial matters. A special request has been addressed to America to be represent ed at the Financial Conference at Brussels.
