THE MODERN TURK.. MARRIAGE AND THE WEST.
The Constantinople correspondent of the Morning Post writes:-Westernisation, as far as it has reached the Turk, has pro- duced in him, both in his men and women, a melancholy and a sense that he is at a loss, neither belonging to one thing nor the other. Especially in facing the adven. ture of marriage do the old customs of his country hamper him in his choice who he has seen the West.
For an example on the male side there is my typical Westernised acquaintance Ali Fund Mehmed Bey, back here after a long spell of study and pleasure in London and Paris. He has been pestered day in and day out by his relatives to marry and enter the family traditions of the Osmanlis. Hardly a day passes but his lady-mother And calls him and talks to him about it. the way ber, pleading goes, be tells me, is something of this ort:
*
But, my god, I assure you she is a very uice girl. Blonde, tall, large grey eyes, and a gene expression, instructed in music, and with a very sweet and equable disposition, she is it to make any man happy.
"Yes, my mother, but I should like at least to see her. All you say may be true enough and yet she may not be suitable for me. I could have but one interview!!! So the amiable, quarrel goes on perpetu- aily, and my poor acquaintance is cover bold enough to overcome his new-fangled prejudices in favour of seeing the girl suggested to him and making up his own- mid after a sight of her. Though here the wiser Westerner points out to him that Women's appearances are deceptive and
that a mary mistakes are made in mar riages by sight as in marriages by faith.) But under the false glamour of a tradition not his car he is wilful and, to the sorrow of his kin, criticises rosters-instations and remains unmarried.
On the other side, there are a few women who have been brought up in Western sur- roundings and who have a little custare not be caging to the traditional Turkey Upon the come a melancholy and a sense kind which of separation from their oppresses them. There are before them two alternatives and both frighten them, One is to marry a Turk and forget all they have learned. But the troubie is that when they look round the men of their race they find there is in themselves a fastidiousness which rejects every possible suitor. These men, they feel, for whatever cause it may be, are not what they want-are narrow, even feruce. The alternative, which they are not bold enough-to-face is to marry a foreigner. This, they know, would cut them absolutely off from their nation, not primarily for religious reasons-for Tur kes and the Turk are now practically sceptical-but by the strength of the tradi tion which, whatever may have become of the Moslem dogmas. still separates, and will perhaps ever separate, the Osmanlis from the rest of the world.
This clash of new knowledge w

M. POINCARE AGAINST FIXING
AMOUNT...
M. Poincare, in one of his fortnightly articles in the Matin, combats in advance the demand made by the Germans at the Spa Conference for the total amount of the indemnity to be paid by them to be fixed definitely forthwith. He writes:-
The idea of fixing a definite Hum to be paid in respect of reparations might have been seductive to some people on the morrow of the Armistice, as it would have bad the advantage of shortening the period of uncertainty. At that time Germany bad not begun to plead her distress and the figure that might then have been fixed would have been two or three times greater than the one certain of our Allies recently have been suggesting. Since that date mental evolution has occurred which is not favourable to the French cause. Business has been resumed, and Germany, while violating the Treaty, has been exercising all ber ingenuity to excite the pity of her
conquerors
She is, moreover, at the most critical stage of her history. She will rise again by reason of her admirable qualities of labour and discipline, but to agree to fix the total amount abe must pay at the very mement when abe is at her worst, and just when she has succeeded in passing herself off as in a much worse condition than whe really is, is to risk selling our future at Bargain prices and gathering our harvest before the whent is ripe."
.t
THE GERMAN PLEDGE.
A propomi that the total amount to be paid should be Exed forthwith was brought forward by the Americans and British in 1918, and finally rejected. But its advo cates made a further attempt to secure its recognition during the negotiations that preceded the protocol of June 29th-lest year, in which Germany, was given, four months in which to put forward proposals with regard to this question. For some weeks past," says M. Poincare, "our Allies have again been making great efforth to. bring the French Government round to their ideas, but their arguments have bnce more been repulsed,"
M Poincare maintains that even if France comenta to agree to a total aum "being fixed she cannot agree to figures that have been recently pat forward by.omg of. ber Allies. He adds:
E
Under the Treaty itself Germany has agreed to pay the Allies a minimum of hundred miliards of gold marks (5,000 millions sterling) without prejudice to Later estimates of damage done, and of this amount sixte milliards or 3,000 millions terling is due immediately in the form of progressive annuities, which, while leaving nside for the present the definite estimate of the total amount to be paid would best meet the present wituation of Germany and help the loans which would enable ber hoth to reconstitute herself and to pay her debts to the Allies and neutrals."*:
