For the tinie being these ships are very difficult to re eover, owing to the difficulty of recruiting. crews to man them, but this difficulty is only temporary After the Franco-British agreement and the agreement with Brazil, France will have quite a suitable amount of tonnage. Great Britain is still delivering to us gradually newton. nage, which will yield us splendid ships. The reconstruction of our mercantile marine is progressing under most favour- able auspices, thanks especially to the goodwill of Grent Britain. Even when the shipping market was most seriously depressed, the freight situation for the return voyage from Amerawat comparatively favourable with fairly large consigaments of teef and raw cotton, but the situation has now noticeably changed. In addition to the in- creased activities of American companies, there is a conspicuous decrease in ship- ments of machinery, steel, and other goods, The decrease may be due in a measure to the labour situation in America, but the newest-factor is said to be the cancellation

On the European run there has been an increase in shipmets of beans, bean cal, and other goods from Kobe and Dairon, rice from Saigon, and sugar from Java, but there is still more tonnage than is in-demand matter of fact, the Nippon Yusen, Kaisha is charging the same rates for unsubsidized ships as for those subsidized by the Government. Usually the rate for the unsubsidized ships considerably higher than for the sub, sidized vessels. During the war boom as much as 1,000 shilling was charged on coreals shipped by N.Y.K. unsubsidized Tes ships, while the subsidized rate was only 90 90 The present rate is 120 shillings Wed

Hitherto the Indian-run has been com paratively native with: shipments of raw Ther 10 m cotton from India and cotted goods from Japan, but & decrease has now set in Fri The Australian run is also anfavourable. The only considerable cargo is post Satur 12 which is carried from".
