OPPOSITION TO PHILIPPINE SHIPPING MEASURE.

The following Washington telegram dated May 10th, appeara in

Зарад Senate has tentatively papers-The Ladopted without vote and without debate the committee, amendment to the House Bill providing for a permanent merchant marine policy under private ownership, out authorized the Permaneng Shipboard created by the act to sell the merchant fees built by the Government during the WAT JE 2007 practicable.-Authorization was farther given to set aside annually a certain sum, derived from the sale or ope ration of vessels, to be used to build new. versels.

Senator Nelson (Minnes) criticized the proposal to extend to the Philippines. the provisions regulating coastwise trade and requiring it to be American-owned. He declared that such a provision would put the people of the Philippines in a straight jacket and would mean that none of the Islands' products would "come to this pountry except in American ships.
