The Government has had under its close observation, the system of rice supply. to Singapore, as initiated at the beginning bf the year by the rice depots. This system has been of the utmost service, to the island, and there is no doubt that its initiation saved a most serious situation. which had arisen, through various causes, towards the end of 1910 In short, the system has solved the difficulties of honest ly distributing rice, and it had already proved that, provided a normal cannual res supply was available, it was the

system which should be amplified until it OUT
embraced the functions of the previons distributing agencies (1ctailers) which had turned out mess ansatisfactorily..
This normal annual rice supply has now been assured by the decision of the Government of India to allot to Malaya 240,000 tons of rice in respect of the cur rent year. This allotment, coupled with. purchases already effected in Saigon and covering some 130,000 tons, supplemented by local rice crop, has now secured the normal supply for the paninsula and, for Singapore, the necessary amounts upon which the depot system must depend..
Until the Government of India had announced an extension of Malaya's Allotment which extension brought up that allotment to the 240,000 tons mention- ed above the Government of the Straits Settlements had to consider modus vivendi based on a rice supply not up to the normat: To this end, a Rationing system by household coupons was decided upon, and an organisation was built up o voluntary worker to carry this into being
Though the unflagging energy and public spirit of the depot-holders and of the gentlemen who offered their services to organise this system, it became possible, by the beginning of May, to state a date by which it was considered practicable to commencs household rationing by coupons throughout Singaper, town, and island- To reach this position, rob only had a cansus to be taken of the population," house by house-a task carried out by arly 200 volunteers, mostly Chinese gentlemen-but districts schedules had to be compiled, depots chosen, depot aren divisions made, ration allotments comput ed, and staffs, organised for the depots which were established, and which were situated in premises voluntarily offered, free of rent.EN
As this work was nearing completion, the Government of Ind'a's announcement! of a large rice allotment for Malaya assured to the Peninsula the normal Lanual supply. The Government of the Colday, in the changed circumstances, decided accordingly that the household coupon rationing system on the lines set out above was no longer a necessity. The initiation of this system has therefore been cancelled,
Distribution under control is still, how- ever, essential, since the supply assured is only sufficient for the needs of Malaya if carefully husbanded and economically consumed
The Government, therefore, hopes that the present depot-holders will continue, and artend, the depot system which has for the past four months worked so satis factorily
It is to be noted that these depots are worked for no profit to the holders, who have unanimously agreed that such profits as may accrue shall be devoted to charit The profits referred to able purposes. above represent the balance left after pur chase of rice at the Government rate and after distribution of much sale at the controlled rate, minus expenses of, stafi and transport
The thanks not only of the Government bat of the whole community are due to those public-spirited gentlemen who havd spared themselves no trouble in a very arduous and exacting undertaking.
