The claims of the unions were, in general, tot in advance of 16, a week to men and 10%. a week to youths and boys. decision of the Court refers to the fact that in December last the men obtained an advance of 5s a week as the result of an award of the Interim Court of Arbitra tion, largely on the ground that an in crease in prices was expected to take place during the winter months. That expecta tion appears to have been partially ful- filled, the official index number of the cost of living having advanced from 120 above pre-war level in October last to 130 at the present time. The Court now hold that the men's claim on the ground of the cost: of living fails.

The awards of the Committee on Pro- duction and Court of Arbitration were given principally on the ground of changes in the cost of living. The present decision of the Industrial Court points out that while, during the exceptional circumstances of the war, it was proper to take into account the cost of living as the principal determinant of wages, other considerations now arise. It expresses the view that the remuneration of the workpeople should| depend on the value of the work done, and that the value of the work done de pends on the state of the market. It pro cods to point out that the engineering trade is in a condition of exceptional activity owing to the need for repairing the loss and wastage of war: It also re fers to the fact that the rates of the men concerned have, apart from advances to meet the increased cost of living, remained unchanged for several years; to the re lationship between the wages in the engine ering industry and those in other tradea, and the desirability of stabilizing the position in the industry for a reasonable period.

Having regard to these various "con- siderations, the. Court have decided on an advance ofies. a week on the time rates of men 21 years of age and over, and an advance of 15 per cent. on piece work prices. The application of the advance embodies a new principle so far as general, awards previously given in the trade, are concerned, a provision being made for half the advance to become due on August| ist and the remaining half on June 1st. The advances are payable to all workers, irrespective of age, so far as they are em ployed on piece work and also to labour- ers under 21 years of age who are custo marily paid men's rates.

An award substantially similay in terms has also been issued in respect of the ship- building and ship repairing trades.

HUGE RISE IN HOME PRICES.

Further particulars concerning the rise in the cost of building materials in Lon- don, contained in a White Papen issued a further recently, show that there was advance under many beads between No- vember and February Bricks, cement lime, slates, lead, nails, white and red lead and plaster and baths, kitchen ranges, sinks, and drainpipes all increased in price during the three months.

Striking examples of the enormous rise that has taken place on pre-war prices are given in the appended table:-
