RUSSIAN FUNDS TO FOMENT WORLD-WIDE STRIKES.

To Amsterdam Handelsblad publishes particulars of the proceedings st a secret Communist Congress at which en inter national executive burean was established, in Holland Representatives were pre went from Germany, Switzerland, Bussia, England, Belgium, Spain, America and

Holland.

A strongly worded resolution was passed urging Communists everywhere to support all strikes and labour movements having a revolutionary character, and to endeavour to gain leadership in them, and to try to support. tuy new revolution in Germany. It was announced that Soviet Russia was sending to the bureau now established in Holland as the result. of this conference jewels valued at 20,000,000 roubles, normal value £2,000,000, for the support of strikes and propaganda. One delegate, the leader of the Communist. labour movement in Holland, maintained that increased production was not in the workers' interest, but only furthered the interests of the capitalista.

With regard to Soviet Russia the follow- ing resolution was adopted:

The recent proposal to enter into commeri cial relations, by means of the reactionary representatives of co-operative associations, which have since become amalgamated with the Soviet organizations, has for its purpose the sowing of dissension between farmers and workers and destroying the Soviet's monopoly from foreign sources.

For this purpose it is of the atmost interest that this bureau should immedately make preparations to prevent anch action by inter- nating demonstrative strikes against inter vention. Such a strike demands not only the termination of the blockade and of inter. ference with Russis; it ought also to embrace political, and economic demands fa accord- ance with revolutionary evolution In T countries.

This demonstration must be supplemented by compulsory strikes according as the work ers accumulate strength for mich action. Attention is especially to be given to the sending and curarance of war material and equipment by making propaganda advocating the refusal to work in such cases. The ∙appeal to workers for an international strike. must be made not only through the bureau- cracy of the trade unions, but also by means of organisations of the masses on faide the unions and the institutions of such organi- zations if need be.

The publication of these proceedings has caused great surprise in Holland: It is evidently due to the activities of the Dutch police, who recently took extensive measures for watching revolutionaries and made a great number of arrests of foreigners Among them was a woman disguised as a man, who was acting as messenger for Wynkoop, the head of the Dutch revolutionaries.

The Communists have great hopes of the sailors and dockers, strike a meant to, bring about revolution; while the regular trade union leaders fear that a long strike may seriously affect their in- fluence.

The Bolshevist movement in Holland, unlike that in England, embrass many of the intellectual classes. "It comprised doctors, authors, University professors, civil servants, and others of the middle classes, and it explains how such secret" congresses could be held.
