The Treasury is opposed to future governmental aid beyond that out lined in my annual report and in my

Such things as inter- national bond isues, international gua rantees, and international measures for the stabilisation of exchange are utterly impracticable so long as there exist in equalities of taxation and domestiq financial policies in the various countries involved. When these inequalifies ng longer exist euch devices will be unneces sary. The remedy for the situation is to be found, not in the manufacture of bank credit-in the United States for the move ment of exports- process which has already proceeded too far-but in the movement of gold and of investment
