In their efforts to alleviate the situation the United States Government have done all that was considered advisable and prag ticable. The Treasury is opposed to future governmental aid beyond that out lined in my annual report and in my

The American people should not be, in my opinion, called upon to finance, and would not, in my opinion! respond to the demand that they should finance, the requirements of Europa in so far as they result from failure to take these necessary steps for the rehabilita tion of credit. Such things as inter- national bond isues, international gua rantees, and international measures for the stabilisation of exchange are utterly impracticable so long as there exist in equalities of taxation and domestiq financial policies in the various countries involved. When these inequalifies ng longer exist euch devices will be unneces sary. The remedy for the situation is to be found, not in the manufacture of bank credit-in the United States for the move ment of exports- process which has already proceeded too far-but in the movement of gold and of investment
