It is not surprising, then, that desertions from the Red Army have reached extraordinary proportions and that the Bolshevist Government has had to create a Commission whose task it is to capture and execute deserters. !

RUSSIA'S NEW CHAINS.

But, it will be asked, if this is the spirit of the Russian elements in the Red-Army, why have Denikin and Koltchak boen defeated? Why are the Bolshevist armas successful? Without doubt, between the wild hopes of the Bolshevist leaders and the desires of the Russian people, there is an abyss of differences; but the Russian people are passive. Eighty per cent. of them are illiterate and stupid; they are a people which for too long has known no other law than the law of the knout; and vodka, that brain-eating liquid, has been Locir only pleasure. For centuries they have borne the rule of Tsarism, and ever since the revolution their steps have been dogged by a fatal atavism that has allow ed them to make no other use of their liberty, but to forge for themselves new chains. And so they submit to Bolshevist rule; and, except that they are ready to desert their flag when they get the chance. they consent to march against Denikin and Judenitch and Koltchak, who, they are told, are Tsarists and counter-revolu tionaries.

And after all, the defeats. of Denikin and Koltchat are not so surprising. Against Denikin's 230,000 men are array,
