A special correspondent of The Times at Harbin writes with reference to the Chiness and Bolabevism :—

Trotsky's recent boast that China is ready to embrace Bolshevism has only excited amusement, for in China proper in present conditions no element of the population has the remotest sympathy with or even understanding of Bolshevist motives. Supporters of the Young China movecmat bave large grievances against the present rulers, but merely demand the operation of the Republican system of government. They have no quarrel with the existing social system, and the notion of the nationalisation of property and personal service is meaningless to them. in North Manchuria; however; there has trisen a class, of which the Chinese rail- way workmen now so villainously serving under the Reds are representative, which is capable of becoming dangerous. Many have belonged at one time or another to the robber bands that rove Manchuria, and all have become sophisticated by contact on equal terms with Russian workmen in the railway shops and else where. Among such the effect of Bolshe vist propaganda cannot be overlooked, and with the prospect of the whole of Enst Siberia immediately becoming Bolsheviat the situation in North Manchuria must be a matter of concern to the Chinese Gor- ernment.

PHILIPPINES AND IRRIGATION.

The Department of Commerce and Com munications in the Philippines will re- please an average, of $2,500,000 a year on irrigation projects before the end of 1930. according to the International Trade and Whipping. Digest Twenty-five million dollara bave been appropriated for this purpose and the amount is deemed suffi- rient to establish modern irrigation throughout the islands of the archipelago, Besides develoning irrigation-bydro-- electric sites will be improved and power produced. The irrigation system will insurò rice production on a regular basis. A tari will be placed on rice and this will keep out the competition of the cheaper varieties from other "Asian |sources. The government will establish a loan system by which the natives may bay food cattle and add acreage to that already under cultivation,
