TREATY CHANGES." PRESIDENT WILSON'S OPINION.
In his mesinge to the Democrat Na- tional Committee dinner on Jackson Day, President Wi'son déclared the only clear and single way to determine the will of!: the American people regarding the League of Nations was to make it the issue st the next election. President Wilson de- clared that he did not object to reserva tions if the Senate wished to say in them what was the undoubted meaning of the Treaty, but, he added
we cannot rewrite the Treaty we must take it without any changes which would alter its menning, or lease it; then after the rest of the world has signed we must face the an thinkable task of making another and separate kind of treaty with Germany.
Discussing the consequences of the the drawal of the United States from the von rert of nations, President Wilson declared that Germany was benter, that the old stage was reset for the old plot," and added, "Germany is now ready for the resumption of her old offensive and de- fensive alliances, which made settled pence impossible. It is now open again for every sort of intrigue......... None of the objects wo professed to be fighting for are secured or can he made certain with-ij out America'a ratification of the Treaty or its entry into the Covenant"
"President. Wilson argued that the main- tenance of an effective world peace and the execution of the Treaty depends on the whole-hearted participation of the United States, adding: If we keep out of this agreement, if we do not give guarantees, then another attempt will be made to crush the now nations of Europe.
Personally, I do, not accept the action of the Senate as the decision of the nation. I asserted from the first that the overwhelming majority of the people of this country desire the ratifica tion of the Treaty.

President Wilson also declared that tha submission of the question of the Leagua of Nations to the electorate would give." the next election the form of a great and solemn referendum," and assorted that the United States. had no more moral right to refuse to partake in the execution, administrations, and settle- ments of the war than to refuse to pat- take in the fighting daring the last few weeks of the war. The world has been made safe for democracy, but demo- cracy has not been finally vindicated.. All sorts of crimes are being committed in its name. All sorts of preposterous perversions of its doctrines and practices are being attempted. The United States must solve the great present-day social and industrial problems, and lead tho way to settled order as well as political liberty!
President Wilson made no statement as to whether be would be standing for a third term of office..
Mr. Bryan, in his address to the Com- mittee, openly opposed President Wilson on the question of making the League of Nation the issue at the next election,' declaring that the Democratic party inast accept such compromises as may by pos sible or present the issue to the country.
Mr. Bryan paid a tribute to President Wilson in holding out the idea of uni- versal peace to the war-worn nationa He declared that President Wilson had succeeded better than might have been. expected, but the Republicans in the Senate bad fiddled while civilisation threatened a conflagration." Mr. Bryan added that the nation had spent a hun dred thousand lives and twenty billion dollars to make the world safe for demo oracy. The fundamental principle of democracy was the rule of the majority; this applied to the Senate as elsewhere. The Democrats could not go before the country on Article 10 of the Peace Treaty. 14 we do not" Mr. Bryan declared, intend to impair the right of Congress to decide the question of peace or waT". when the time for action arrives, how can we insist upon a moral obligation to go to war which can have no force except

After admitting the right of the Repub lican majority in the Senate to dictate the course of that house, Mr. Bryan declared that, as their plan had been re jected, the Democrats must face the situa tion as it was. To appeal to the coun- try, he said, would mean a delay of four- teen months, and success would only be attained in the event of the Democrats securing a two-thirds majority in the Senate Democracy, he declared, could not afford to share with the Republicans the responsibility of further delay.
Mr. Hitchcock, the Democratic leader in the Senate, in a speech, advocated an honourable compromise, but added that if the Republicans wanted to throw down the gauntlet before the American people for a fight to a finish on the League, the Democrats were "reacy to take it up,” and the issue between the two parties would be paramount over all others. "We" Mr. Hitchcock said, "shall find. whether, the American people want the country to sink to the level of absolute provincialism or assume ite place and moral leadership among the nations of the world. There can he but one result"| to suggest; any other would be to slander the American people."
