This has been purely a voluntary work and: be has personally spent over ten thousand pounds in carry- ing out a propaganda campaign in Eng land, America and Canada, in all of which countries he has created an atmos phore favourable to the development of Indian aspirations by pointing out both in the Prose and on the platform, the magnificent part played by the Indian troops in every theatre of war and the splendid response made by theuling chiels.

Dr. Birdwood, by means of ictures and abscriptions in India, hopes to raise one lakh of rupees, which be is giving to resoarch charition in India as His Excel- leney the Viceroy may decide.

It may ba news to many to know, says the Times of India, that the Government of India was the first of all the various Governments in Allied countries to start propaganda work by deputing Dr. Bird- wood and his corps of cinema artists to visit France and other theatres of war and bring back records of hand to hand fighting and such acts of prowess by which Indian troops saved dangerous situations at critical moments; enlargements of some of which have already appeared in several loading papers of India and other Allied countries. The following memorial, bearing more than seventy signatures of representative people, has been presented to the Prime- Minister and the Secretary of State for Foreign Affairs:-

In view of the Conferences about to be held for the settlement of the terms of peace with Turker, we, the undersigned, desire most earnestly to urge upon his Majesty's Government the following con- Riderations:

The rule of the Ottoman Turks over- subject races having been found to be cruel and intolerable everywhere and in every age, ought now at last to end wherever there is a non-Turkish majority, whether the territories are or are not now in the occupation of the Allied Forces, and in particular in all the provinces hitberto" known as Turkish Armenia, including little Armenia or Cilicia. At the same time we rajes no objection to the continuance of Turkish rule and a Turkish Sultanate, in those districts where the Turks are and were before the war the majority of the population,

2-The Armenian population, which constitutes the overwhelming majority in and around Erivan, within the former Russian Empire, having constituted them- selves de facto an independent Republic, we urge that that Republic should be at once recognised, and that there should be added to it an extensive zone of the Armenian territory-hitberto-subject-to- Turkey, including a suitable port on the Black Sea. Inasmuch, however, as there is within those regions a variety of rapes less numerous than the Armenians, effec- tive safeguards should be provided to secure evil and religious equality to them all,

3-in wide areas the Armenians and other Christian races have been in part massacred and in part driven into exile. We ask that these districts" be dealt with on a pre-war basis, so that no recognition be given to the policy of turning a majority into a minority by means of massacre.
