It is true that the decline in North American freight rates, caused by the supply of freight space by the US. Ship- ping Board ships built in Japan, his caused some difficulties to a portion of the shipowners. It is true that careless- ness on the part of the masters of the Japanese ships chartered for the Atlantic service enused deviations from the terms of contract, and as a result it has becoMA impossible for the owners of these saips to obtain the charter rates originally agreed upon. But simply because of these minar facts we should not jump at the conclusion that the carrying trade is gon- erally depressed.
