seems that some men aro assidu- ously circulating pessimistic reports regarding the future of Japan's shipping trade,' said Mr. Ishii. "Before the war we had only 1,700,000 tons of ships, but we have now over 2,700.000 tons. We have opened new services to South America. South Africa and every other part of the world. It is disheartening now to bear wailings regarding the alleged depression of the trade."

It is true that the decline in North American freight rates, caused by the supply of freight space by the US. Ship- ping Board ships built in Japan, his caused some difficulties to a portion of the shipowners. It is true that careless- ness on the part of the masters of the Japanese ships chartered for the Atlantic service enused deviations from the terms of contract, and as a result it has becoMA impossible for the owners of these saips to obtain the charter rates originally agreed upon. But simply because of these minar facts we should not jump at the conclusion that the carrying trade is gon- erally depressed.

The carrying trade depends upon the condition of foreign trade. It cannot be said that "the country's foreign trade is very active at present. CARRYING TRADE OF INTERNATIONAL CHARACTER.

It goes without saying that the carry. ing trade is international in character. If we base our activities on the require ments of this country alone, we cannot hope for any great development of the trade.

Japan is now in the process of transition from the agricultural to the industrial stage. Whether the country is agricultural or industrial, there is not much cargo to be carried, unless the ship- ping operations are extended to a wider area on the face of the globe.
