It is not possible to consider the naval requirements of Australia. without taking account, also of the daval requirements of the Pacific and Indian Oceans as'a whole. The question is one of co-operation, be- tween the naval forces of the Empire stationed in Far Eastern waters « Bea communications in Indian and Chinese "waters, "as well as in the remainder of the Pacific, are matters of concern to the people of Australia and New Zealand; and conversely, the safety of sea com- munications in the South Pacife and in China" are of interest to the people of India Similarly the safety of the base. at Colombo and Singapore is vital to Australia and New Zealand; and the safety of Sydney and other naval based in the South Pacific, and of Singapore and Colombo, is of greatest importance to India Even the prosperity of South Africa is associated, though in lesser degree, with this question, whilst Canada is greatly concerned in the matter medi /** It wid be seen, therefore, that the Far Eastern naval problem is one which concern the Empire es a whole Only butt- ong conclusion can be drawn, vie The Gar the Far Eastern Flest should be provided by those constituent parts of the Empire ino'nding Great Britain, for which it is of vital necessity, and that there should be the closest co-operation with unity of direction in war, between the various squadrons composing that fleet

It would also be most desirable that he should visit the Dominions so that he may become familiar with the problems which confront them. He should be assisted in his duties by information furnished -to him by the Naval Board of Australia, and the naval anthorities of other Domin ions, should they follow Australia's example in regard to fleet unita; and he abould. of course, be in constant touch with the Admiralty and the officers com- manding the British squadrons in Chian and the East Indies.

Reference has been made to the import ance of Singapore as a naval base. It' in undoubtedly the naval key to the Tax East, and Colombo is only second in im portance to Singapore. In both places, as well as in Hongkong, early expendi ture is most necessary-first, to enable these bases to cope with the docking of,

The duty of the Committee will be to inquire into the opportunities of economie de velopment in the Colonies and Protector ates, to make recommerfflations ns to the principles and methods to be followed in such development, and to examine report on any particular schemes and suggestions/hich may be submitted to them.
