It is a sign of the revolutionary times in which we live, says the Parliamentary correspondent of the rainy Post, that all these questions were discussed in Parliament yesterday, both Lords - nach Commons, taking their share The main spring of the discussion in the Commons was, of course, the disappearance of Vis count Astor from that House-though his name was not mentioned (November 26th); but everyone who listened to Mr. JH. Wood, son of Viscount Halifax, sat on the other, and between them was a House surprised against itself at the sight of the railway leader interesting himself in a Peerage question. For the moment the Constitution of the House of Lords is safe. MrJThomas wa not bent on revolution in that direction; nor did he want to give a Pecr the right to sit in the Lower Hous? What ha demanded was the right of any member. to surrender his Peerage and the right to sit in the Upper House If the Peer remained below he would give up all the privileges to which he would be entitled, if he went above (in the political sense, of course, Mr Thomas meant). He quot ed the famous test case of the Earl of Norol, by which twaa laid down that a Peer had no right of surrender, and praised the attemps of Lord Selborne, Lord Curzon, and Lord Midleton to break their birth's invidious bar" and remain as ornamenta of the House of Commons: Every man, he said, should No I have the clear right to
