STRONG PROTESTS BY SHANGHAI MUNICIPAL COUNCIL
The following Correspondence with the Chinese General Chamber of Commerce and Senior Consal on the subject of the levy of Stamp Tax on residents of the Settlement is published in the Municipal minutes:-
Translation of letter from the Chinese General Chamber of Commerce to the Council, dated December 29th.:- With regard to the Chinese Govern ment's order requiring Chinese merchants in the Settlement to pay Stamp Duty, as the arrangements proposed for its colle tion present many difficulties indeed, are unworkable, the Chinese merchants (in the Settlement) have sworn not to pay the Stamp Tar. At the same time this Chamber ha wired to the Government pointing out the difficulties and asking it to rescind the order. Since the Euro pean war Chinese merchants have suffered to no small extent and the levy of a Stamp Duty would be a very heavy burden. The Council is aware of the circumstances and the writer points out that the attempt to collect a Stamp Duty from 1st January next cannot be en- Forbed Besides addressing the Commis Aioner for Foreign Affairs to give due notice, the Chamber asks the Council to take note and to set in accordance with the sentiments (of the Chinese business- men of this Settlement).

Shanghai, 2nd January, 1920. Sir, I am directed to acknowledge the receipt of your letter of 29th. Deccanber, 1919, recording the protest of your Chamber against any levy of the Chinese Government Stamp Tax on residents of the Settlement, and in reply to inform you that there is not the slightest truth in the reports which have recently gained currency that the Council is about to en- force the payment of this Tax.
Ever since the establishment of the Bettlement, the Council has consistently and successfully safeguarded the interests of Chinese residents and merchants by opposing every attempt on the part of auisido authorities, in disregard of established agreements, to impose any restraint or restriction upon the trade of the Settlement or to impose any form nt taxation upon Chinese resident there- in, and I am to sasure you that the Council bes not approved and does not approve of any change in this policy. Apart from the Chinese Government Land Tax and Customs Duties which are levied under express sanction, no taia- tion within Settlement Limits is authori zed, other than that which is levied by the Council to provide for the proper administration of the Settlement and for the protection of all foreigners and Chinese who reside therein; accordingly any attempt to enforce any other taxa- tion should be promptly reported to the Council for the requisite action.
In thanking you for bringing this matter to the Council's notice, I am directed to inform you that, lest there should be any truth in the report that proposals are under consideration for the extension of the Stamp Tax to the Settle- meat, the Council's most emphatic pro- test against any such proposals has been addressed to the Constlar Body.-I a

Sir, I have the honour to address you ou the subject of certain reports which have recently appeared in the Chinese Press, in regard to the Chinese Govern- ment Stamp Tax and to forward herein, for the consideration, of the Consular Body copy of correspondence which has passed on this subject between the Coun cil and the Chinese General Chamber of Commerce.
Having regard to the support which the Council has received in the past, both from the Consular and Diplomatic Bodies, against the many attempts made by Chinese Authorities to imposé res traint or restriction upon the trade of the Settlement or to impose lekin or other forms of taxation upon Chinesd resident therein, in deliberate violation of the agreements frequently recorded and enforced for the exemption of the Bettlement from lekin and other forms of Chinese taxation, the Council ia loath to believe the report that proposals to extend the levy of the Chinese Gozern- ment Stamp Tax to the Settlement have been favourably received by the -Diplo matic Body, but in view of the credence that this report has obtained amongst the Chinese Community, whose welfare and interests it is ever the Council' endea vour to safeguard, I have the honour to place on record. the unanimous and ein. phatic protest of my colleagues and my self against any such proposals that may be nnder consideration and that may have this end in 'view, and, in" doing so, to emphasise that the Council cannot assent to any form of Chinese taxation in the Settlement, other than "the Chinese Government land tax and Customs duties, which are levied under express sanction, and to observe that the only taxation which is levied by the Council is so levied to provide for the proper administration of the Settlement and for the protection of those whether Chinese or foreigners, who seek a domicile therein...`
In registering this protest I have the honour to refer to the Council's Annual Reports for 1001, pages 17 to 39 inclusive, 1000, pages 102 and 183, 1809; 5% to 100 inclusive and 1016, Tage &ta, which record | several typical instances in which Chingsa authorities have sought to impose some restraint or restriction on the trade öf the Settlement or to impose some form of taxation on Chinese, resident therein, theaction taken by the Council in connex- ion therewith, and the support accorded by the Consular Body.I bave, etc.
