The figures of imports and exports for last month were great, but there was a wide margin between imports and exports, which meant that they were still, as they were throughout whole years of the war, building up debt, or, at all events, dimin ishing credit in countries overseas.

The Government could help by its own action to remove some of the obstacles which stood in the way of increased exports, but some were outside Government control altogether."
