It may surprise Europeans to know that in three or four States of the Union it is already unlawful to buy cigarettes, and such as are brought into the State by individuals may not be smoked publicly. The Women's Christian Temperance Union has now obtained per mission to petition the State of Oregon on the question of making the sale or possession of cigarettes unlawful after January, 1921. The union will conine its attentions to States where there no tobacco-growing industry, and intends gradually to extend its activities until it has become strong enough to strike against smoking in any form. The Allied Tobacco League declares that it will profit hy the experiences of the liquer interests, however, and meet the campaign for sa anti-tobacco constitutional amendment in its earliest stages, and before it has de- veloped to a poucre it can be sud- denly sprung upon the unsuspecting pubuc
