Mr. Brownlie is the Chairman of the Executive Committee of the Society of Engineers, the wealthiest and most powerful Trade Union in Great Britain, and he wrote a letter, within the week to Mr. C. W. Unlike politicians, ecunomists, and journalists who have been telling work ing men that salvation lies in increased production as the only way to make good the appalling wastage of years of war- fare, Mr. Brownlie is not suspect when he says the same thing in his own time and way. He cannot be accused of bol stering up Capitalism. And already bis letter is productive of good. This is seen by the agreement reached this week between the workmen of three great in- dustries and their employers. The powerful engineering and shipbuild ing trades, the engineering industry, and the woollen textile industry have decided the men on the one party and the employers' Federation on the other to consider the question of shorter hours and increased wages in relation to "the economic condition of, these industries.. In the meantime production is to be speeded up.

HOPEFUL OUTLOOK. '.,

It is agreeable to be able to call atten tion to this subject and point to the pro- spect of a better feeling between Capital and Labour. The spirit of sweet reason- ableness on both sides indicated by the willingness to discuss production, hours, and pay with due regard to the position of the particular industry is decidedly hopeful.

Altogether there is evidence which I cannot go into in detail now with regard to the return of sanity in the industrial world. The workers are beginning to understand the position of the country in relation to trade at home and abroad. They are seeing for the first time dimly, perhaps, but seeing all the same that high wages are not the cure for the high cost of living. If the pound sterling is only worth Rs. 6d, in purchasing power it is, they now realise, because we cre consuming more than we produce at home, and are buying goods from abroad in excess of the goods we arport, "and that this latter fact is responsible for the foreign exchanges being against un

If our politicians had only made these facts clear to the people earlier instead of finding excuses for lavish expenditure in various directions a great deal of the trouble that has taken place with Labour would have been avoided. Government in this country has only to tell the people, what the position is and the people will not let England down. They proved this during the war. They can be trusted to prove it again.-H.B,
