over to the Allied and Associated Powers, or to such one of them as they, shall sa request, all persons accused of having committed an act in violation of laws and customs or war, who are the specified either by name or rank. office, or employment, which they held under

Article 3.--Persons
and Associated Powers will be brought before the military tribunals of that Power. Persons guilty of crimi nal acts against nationals of more than one of the Allied and Associated Powern will be brought before military tribun- tribunals of the Powers concerned. In als composed of members of the military every case the arcused will be entitled to name his own counsel.
Article 4-The German Government undertakes to furnish all documents and information of every kind, the pro- d'action of which may be considered necessary to ensure fall knowledge of incriminating acts, the discovery of offenders, and a just appreciation of the responsibility.
