The Press Bureau states: A conference was held at Westminster between Mr. Winston Churchill and the representatives of the Territorial Force Association.
Mr. Churchill, presiding, outlined the scheme for the reconstitution of the force su essential and vital part of the defensive system, re-creating the pro-war territorial fores, the units being subject to auch modifications as the progress of modern weapons rendered necesBATY.

At a conference of the Master Cotton Spinders Federation, the Card Room Workers and the Operative Spinners' Amalgamationg of Manchester, to-day, it was decided that all mille spinning American cotton should close down from April 10th to April 28th, owing to the bad- ness of the trade.
It is estimated that 100,000 operatives will be affected.

TREASURY LICENCES NEW COMMITTEE APPOINTED. LONDON, April 2nd, The Press Bureau states: In view of preserving capital for dome- tio purposes within the Kingdom and preventing
avoidable drain upon foreign exchanges by export of capital, the Treasury has appointed a Committes, with Lord Cunliffe as Chairman and in- cluding Mr. Arthur Lawley Robinson, Agent General of Queensland, and Mr. Robert Littlejohn, to advise upon appli cations for licences for fresh issues of capital under the Defence of the Realm Regulation, 30.F.
Preference will be given, ceteris paribus, in cases in which the proceeds will be applied in the overseas Dominions.

CANNES, April 1st. The International Congress of Scien fists, convened by the Committee of the Red Cross Societies, with the object of drawing up a programme for inter national action to prevent and combat diseases, such as tuberculosis, malaria, and venereal diseases, bas opened; Mr. II. P. Davison, ex-Chairman of the War Council of the American Red Cross Society, presiding.
He explained that it was proposed to aet by means of a Central Committee through Red Cross organisations through- out the world, and through them dissemi- nate advice collected from leading public health experts.
