Two years ago to-day Roumania joined the Allies, and made war on Austria-

NIAS Hungary and Germany.

Now she lies helpless under the enemy heel, undone by the defection of Russia. Yet never more than to-day has she been the enemy of her enemies,, and faithful to her allies. She entered the war to' redeemr her op pressed Transylvanian kiasen, and though she now shares their fate, she looks forward with certain hope to their re- demption and to her own. She is united' with them at last by a common bond of. suffering. On the day of Allied victory! she will be united with them in freedom.

It is to the lasting honour of King Ferdinand of Romania that he broke away from his uncle's policy, and placed loyalty to his adopted country above family ties.

At the end of September, 1011, 1 wäs received in audience by King Carol at Sinaia before returning to my official duties at Vienna. King Carol had been interested in a trip of some English visitans through our country, I had no companied them, and the king - wished to hear from me some account of their impressions Then, after, questioning me on our new commercial treaty with Aug. tria-Hungary, he said" abruptly:-" I know you are a Transylvanian, and that you have consequently special knowledge, of our neighbours. I know also that you are acquainted with the leading Roumencă, of Transylvanin, and I am informed that you see them from time to time, and maintain intercourse with them."

Somewhat embarrassed by the tene of rebuke that ran through the King's words, I explained that several of the intellectual lezder of Transylvania. had been my schoolfellows or fellow-students at the university, and that I had not thought it incompatible with my official positon to keep up my acquaintaince with them.

Yes, yes, replied the King; but you must see them less often, less often. Comradeship of that kind may be wrongly interpreted

Then after referring to the notorious! Apponyi School Bill of 1907, which aimed at the forcible Magyarizaton of the Transylvanian schools, and to the estab lishment of a Magyar Uniate Bishopric at Hajdu Dorough, for the purpose of dividing the Roumane clergy, the King added:

"I understand the patriotic idealism of impatient young fellows like you, but great results can only be attained by patient and methodical work. We Rou- manians must first of all settle our accounts with Russia, who took from us in 1812 the richest portion of old Moldavia and repeated her odious con duct in 1878, although my armies had borne so glorious a part alongside of the Russina Armies in war against Turkey.

One our accounts are settled with Russia, continued the King in a lood voice, Germany herself will raise the question of Austria-Hungary."Yes," he repeated emphatically, before ten years are out, we shall have settled with Russia, and then the question of Austria will be raised by Germany herself."
