RAILWAYS AND SHIPS,

This is neither the time nor the place to discuss the Government's policy of rails way nationalisation: bus some considera: tions assert themselves for present con- sideration. In the first place, the various railways of the country were granted monopolies by Parliament, and in return they are abjeet to regulations such as those governing the charges for carrying passengers and goods. They serve only the needs of the British Isles, and are open only to such competition as Parla ment in its wisdom may permit. Bat. except in so far as steps have been taken to protect human life" and-to shfeguard the interests of seamen, the Legislature has had nothing to do with the upbuild. ing of the merchant navy. in their own restricted areas, British ships have to compete with each other and with foreign ships as well. The open freight market protects the British trader against exorbitant charges: any "attempt to raise freights is checked by the foreign tip- owner, who pays, as a rule, lower wages.

Under these conditions the British Mer- chant Navy grew in the years preceding the outbreak of war until it ceased to be Fortunately a purely British institution. for us, as this war has revealed, it becam

Probably no institution in this country was managed with such careful regard for small economies and such knowledge of the ever-changing conditions of trad in all parts of the world. Those qualities, had to be exhibited particularly by the tramp owner, because only thus could a living be made in face of the keen competition of other rationalities. The triumph consisted in the mercantile marine of this little country carrying more than half the merchandise of the world,

THE WORLD'S CARE¡EES

What, is it imagined, would happen to the vast carrying trade of our Merchant. Navy if a Government department were responsible for the management of the ships of their manning?. In the first place, while we build now cheaper than any other country, the cost of construction would rise under Government auspices,

with warahipa Admiralty experience proves. Secondly, the charges.

for ad ministration would certainly be much higher; you can see them rising. Thirdly, a State Merchant Navy would not be managed with the same keen business acumen as the existing frus exhibit, many of them making a close study of one (or more particular routes, their profits or losses depending on their good or bad judgment. What would happed 10 The Merchant Navy would cease to carry for the whole world; it would shrink until it Just het our own requirements, with the result that the Navy, dependent upon it in time of war, would suffer. Foreign competitors, not cursed with State con trol, which is necessarily ineficient and extravagant, would earn the freights in trading between foreign ports which we now get. In 1914 we had all the ships we needed, and a surplus over, a very large surplus. If that surplus tonnage, had not been available when this war broke upon us we should by this time be almost stary- ing. For one of the first effects of the war
