The Commision having failed to agres upon a bang for the temporary tariff, the Diplomatic Body essayed the task; and it is satisfactory to relate that they did not find the problem beyond solution, A few days ago it was announced that a decision had been reached which will

alloy the early application of an effective per cent, tariff instead of the specific duty fixed nccording to the values of

1607-8-0. The new tariff will be pre- pared on the basis of the values of merchandise during 1912-18, the determination of such values being left to the Conference, which will seck guidages from the valuation of the re furua of the Chinese Customs and all other available evidence. Finally, the new tariff will be subject to revision, wholly or in part, two years after the termination of the war, and it is under stood that delegates of the nations con- cerned - will be advised by telegraph by their respective Legations to complete the work of revision within three months, if possible. The sanction of the Chinese Government was readily given to this arrangement on June 27th.

At the Hongkong Magistracy, yester day, before Mr. J. It. Wood, the editor and publisher of the Prun Wan Yat Po, were charged under a new Ordinance with publishing certain indecent and immoral advertisements.

Hon. Mr. E. R. Hallifax, Secretary for Chinese Affairs, prosecuted; and Mr. M. K. Lo appeared for the defendants.

Before the case commenced, Mr. Lo, addressing the Court, said he would like to correct an impression created by the

statement which he was alleged, to have made at the previous hearing. According to the Press, he was made to say that several
