HONGKONG FEERIES. GOVERNMENT'S NEW SCHEME OF CONTROL
The object and reasons stato The object of this Bill is to take power to regulate the ferries of the Colony, other than the present service of the Star Ferry Co., Ltd. The main object is not revenue but the interests of the travel ling public. It is intended at present to deal only with the ferries between Victoria and Yaamati, Kok Tsui
and Sham Shui Po A
It is proposed to grant licences for fifteen years for the exclusive right to run ferries between the places mention ed, public tenders being invited for the privilege. The licences shall pro vide such ferry vessels as the notice inviting tenders spoffey and other ferry vessels to be maintained as & reserve. Fines", are to be in. ficted for the
unpunctual run- ning of the bouts, except whore such is not due to accident or weather. In cach of the three services sought to be controlled, not less than half-an-hons service shall be maintained, and certain public piers are specified which the ferries must uree, those in Hongkong being Jubilee Street Pier Weitera Market Pier and Eastern Street Pier. The total number of ferry vessels for the whole of the three services shall not be less than twelve, two of which are to be yessels in reserve. Maximura fares to be charged are also laid down and tarif for merchandise and all Inggage other than personal. On the expiration of any licence bin Governor- in-Council may require the licences to sell the whole of his terry vessels and plant at a price--if there is a difference of opinton-to be fixed by an Arburn- tion Board,
