A Chinese policeman (apparently a detectivo) was ill-treating a prisoner under arrest, who looked like a lame beggar, by poking and pushing the poor fellow along the street. I was in a hurry to go on board the steainer, otherwise I should have inter fered to stop the ill-treatment

Of course, we classify the victims as fools for subjecting to such outrageous propositions, but, on the other hand, poor fellow, who really stands in urgent need of cash, finding nobody willing to assist him, is bound to fall victim to these eureed money-lenders.

Is there no remedy for this evil? Surely we have a good means of chocking these abuses, for the money-lenders who are registered should be required to negotiate every loan in the presence of an official, whose duty it would be to ses that no extortionate terms were demanded. This would, no doubt, put a stop to all abuses now prevailing in the Colony.
