PEKING; November lat.

THE VICE-PRESIDENT,

Rather unexpectedly, the election of Vice-President of the Republic of China was completed on Monday. It was anti- cipated that there might be such a diver gence of opinion expressed negatively by abstentions that the proceedings would end without definite results, but for once the members of the House of Representa tives were on their best behaviour and acquitted themselves with some show of dignity and decorum, fact which -induced the Chinese editor of the Peking,

From the outset it was evident that the election was, as described by a local journal, a one man race. The result was

names appeared on the ballot papers, but orily two received any appreciable measure of support. These were Feng Kuo Chang and Lu Yung-ting. Among the " also cans were Tini Ae, the hero of the last revolution, and Tsen Chun- hsuan and Li Lich chun, who were very much in the limelight recently in the South, whilst the notorious Huang Being, who has just died, was included in the list of nominees. The first ballot gave Feng 413 votes as against 176 cast for Lu. This was more than half the number of members present, but a third hallot had to be taken before the requisite three-fourths majority was obtained.

The election in interesting as showing what Parliament can do when it is in the mood. The session lasted all day, but members seemed to rise to the occasion and to realise that duty demanded their attendance until the balloting was coor pleted.

Mr. Bun Hung-yi refuses to resign and the Premier cannot disaiss him. President could perhaps do so by mandate over the head of Parliament, but he would not dream of such unconstitutional conduct. Only Parliament can impeach him and have him dismissed, but Sun's friends in the House are sufficiently HUMOROUS, strong to prevent this by simply absenting themselves.

As long as Sun decides to sit tight he cannot be moved lle might be induced to vacate his office for one more lucrative, but at present there is no prospect of that, and the Premier fumes and frets at his impotence and threatens to resign. Such action might prove embarrassing to the Government, for there is no apparent cuccessor to Tuan Chi-jui, but it would not weaken the posi tion of Bun, for the resignation of the Premier does not mean the fall of the Cabinet, but simply that another Frime Minister has to be found.
