Finally the Russian Government was approached both by the Mongolians and the Chinese to act as mediator between them. Russia recom mended in effect the recognition by China of Mongolian independence under Chinese suzerainty. The Chinese Government was not able to accept this advice, but at the samo same time was not in a position to enforce its will upon the 'Hurugiru LAMA.
